Yes, this quest really bugged me. Or nugged me. The guide claims there are 10 for a special reward and proceeds to tell you they can be found in Orzammar. Only, there are only 5 or 6 that can be found in Orzammar. I know. I've been through Orzammar like seven times now between four characters.
So to answer your question, I think it's bugged. Or the guide is full of lies.

The only reason I bothered to buy Lei a nug is to see my mabari tear it apart infront of her. And was I ever so disappointed.

I know two nugs can show up at the pearl (if you know what I mean) but I don't know if you can catch them.
