My little brother managed to get on my computer and delete my account <_< (little kids seem to be adept at finding exactly the wrong thing). Anyway, I was tried to create a new account using my same email address and it wouldn't let me so I had to create a whole new email address so I could get back on. If my account is deleted shouldn't the website not even acknowledge that there was an account with that email in the past? If this is fixable I would love to know how to do it thanks.

As far as anyone outside of the mysterious people who work on the site 9assuming there are some) have been able to tell the reserved list for email accounts is not tied directly to the forums. In other words, actions performed regarding your email account (such as deletion) do not affect the master reserved list. Kind of like read-only data on a drive.
It may be possible to have someone manually remove your account from the list but I don;t know of anyone that has had any luck in getting that kind of cooperation from anyone with the power to do so.
You could try sending a private message to someone, or just sit here and pray they see this post and decide to respond.
