In retailoring the game from the original DAO one run by Capt. Obvious, one of the apparent problems was too many characters made the game take too long.  After running a poll here of how many characters we should include, I decided to set the limit at 30 (I was going to originally set it at 20 but enough people wanted more than that.)

With that limit I had to cut characters who could have been in the game.  I will admit I didn't consider Shiala for ME1, but I did for ME2 - and she got cut early BEFORE I had to cut more to make room for the engineers.

My decision making is fairly arbitrary, though I do have some guidelines - like wanting enough "bad guys" for people to get to target gleefully to keep this from turning into a "favorite character" "least favorite character" debate.

Shiala was on my list - sorry she didn't make it.  She would have probably gotten points from me by now, too.

Thanks for the answer. You made your point.  Sure, bad boys gleefully targeted won't last for a long time.
Perhaps another chance for Shiala and others missing caracters on a ME1 + ME2 hurt or heal...

In the first round each player on their turn can spend 4 points to heal characters. There is no hurting in the first round. Each character can only reach a max of 40 points before no more points can be added to them. Phase One will end when 12 characters have reached 40 points. See OP for more rules.
