It's a lag between the campsite and the rest of the game.
Just put them into your party when you're wandering about, that should do it.

That would explain it. Main char is now almost 17. Changing group members in Orzammar got all other companions to level 15. The three companions that I'm taking with me through the Deep Roads are gaining XP normally.
If all this is correct, the other party members should catch up by 1 level upon being added to the group as soon as the main char is 17.
PS: Never used auto-levelling, always levelling manually. That's not the cause, definitely.

I can confirm that it works this way.
As soon as my main was level 17, I could add the other companions to the group and they were leveled up to 16. So, as long as you don't have them in your group, the will have the limit of being one level behind the main char.

Yes, this is correct. For the companions to register for "cumulative" XP gain, you need to add them to your party at least once. otherwise, any XP gained from things other than the Quest XP (like locked chests, traps disarm, gathering, codex, etc.) is not registered for that companion. This is a glitch I think in the companion registry but I do know that it is easily avoided if you just place them into your party intially or later at camp to complete the companion registry.
This will avoid the slower XP gain, or loss in this case as XP in this game is finite, and keep everyone within a level of each other approx.

Well actually, experience should not be gained while in camp, as they're not really "experiencing" any battle that might hone their skills.
It's probably a bug. Restart your game maybe?
