Would be great if the various NPCs on base had parts to play in the final battle. If you're missing key characters the battle gets alot harder.

I own 1, 2, 4 and 5. 5 and 2 being my favorites. its a lovely idea but alas i'm afraid it'd be too much work for it to be even approachable.

It doesn't need 108 characters
A few squadmates that can be traded out and the rest are running kiosks or acting as envoys. Maybe a turian working base defenses and a quarian taking care of the docks. If you get it in ME2 you could always have the Shepard VI on base letting you know what kiosks are available.
The Normandy was already set up like Suikoden. You needed certain characters to open up areas of the ship.
