All Jacob says when you ask him is it got close, then it got far apart.

After his loyalty mission all he says is he hasn't thought about those days in a long time, that he's not sure what promise she meant to keep, and she requires a better man than him.

I think it's too complicated programming-wise, and could cause a lot of glitches, or they'd have to disable possible love interests for Shepard. Not only that but if two characters get together without any permission of the player, one of those characters could be the one you wanted your Shepard to romance, and then we'd have a lot of useless rants on these here forums.

Haven't read the whole thread, but they did it in Baldur's Gate 2.  Depending on which party members were with you, they'd start relationships.  This could happen even with people you were romancing and lead to confrontations that could even cause your LI and your rival for him/her to leave the party permanently.
