I'm going with the fanservice theory.
People saw her and Garrus in ME1 and wondered why they weren't LIs, so they pretty much begged BW to make them so. And some people at BW thought it was a high risk making Tali an LI, just because of the suit and the *ahem* "chicken feet"

And didn't the quote actually go something more ambiguous like "we didn't know if people would like her"? "Like" not necessarily meaning "want to romance."

Disconnect between player and Shepard is a big enough reason in itself. It kind of destroys the immersion of role playing when the camera cuts away and something that your character learn is kept in the dark from the player.
I just don't see the reason to hide Tali's face forever. The whole underlying theme of the romance in general was Shep seeing past the suit and loving her for her. How does him seeing her face once that's already been established change anything? And moreso, how does the player not seeing it further prove that point more? The mystery, and not knowing what she looks like isn't a factor in game any more, making it one for the player only doesn't make sense.
