I assume it's because each ship operates in at least some isolation from the others, and while there are constant influxes of new blood via pilgrimages, the children are all raised in nurseries or whatever until adolescence. More than long enough to get an accent in-grained.mrsph wrote...
Every quarian has a different accent. It's actually one of my favorite things about them.

I generally stopped trying to compare biologies of aliens to real-world organisms. They're aliens, fictional aliens. They are not restricted by science.

Here's my idea to finally put the biological child thing to rest:
Shep and Tali ask Liara if it's possible for an Asari to unify with two people at once. If it is, they ask her to be a surrogate. Voila, Asari child with randomized DNA based on both Tali and Shepard.
Also, awesome Shepard/Tali/Liara three-way. Shep is totally getting a high-five afterwards from Garrus.
Not going to satisfy the hybrid crowd.
