Hell 95% of these porn fics are utter crap, I just can't see Shepard or Tali using the kind of language they were using in that fic.

 I was surprised it wasn't taken honestly, but on that crappy fic, that felt Pedophillic, Tali just came off to me as too young to know about that kinda stuff, I felt dirty after reading that thing.

She did seem a bit young then, she was also quiet and shy, Shepard didn't know she felt the way she did unitl she basically told him

I still think it was for the best, if Tali was a romance option in ME1, her romance would have likely been just as poorly done as the others. I thought the romance was a massive improvement in ME2 for all the characters, and Tali is still my favorite to do.

Maybe he didn't think she would be attracted to humans. Maybe he was afraid of putting her in danger.  Or maybe he was blinded by her mask, and didn't even think about the person under it until ME2.

There may be a few different things. At the time Tali was considered an assassins and Shepard may not have fully trusted her in time to gain a meaningful relationship? It seems a bit of an easy way out to the answer, but it's one thing I could think of.

True enough. But I think Sheprd needs some justification for not even slightly expressing interest beyond game limitations.
