Udina has a well-known weakness for Quarians though (see ME1). In actuality, I see a very similar political savvyness in both of them, and it's obvious that they're both willing to be brutal in the accomplishment of their own objectives. If both were on the Council, I think they'd make powerful allies... so long as their objectives were mutually supportive.

Now that I think about it, I'd honestly like to see Anderson talk to the Admiralty Board. I'd find it interesting how he would handle them.

Truth be told, I love the Council and the Alliance. The Council has been running **** like clockwork for thousands of years and the Alliance allows me to support human interests without the Xenophobia of Cerberus.

Well, geth are designed to look similar to quarians, so I guess it's not entirely Impossible.
