I would think so.  But it also depends on how long each character's pack is.  Not to mention some people might not want to pay for every character's romance pack.  Think about it.  Some people only romance Tali, or other people only romance Garrus or Thane.  Odds are those people would feel like they shouldn't have to pay for expansions for characters they don't romance.

There will likely be heavy backlash if it was released one character at a time, people will accuse the developers of favoring the first character to be released, and the opposiet for the last. It just seems that it would be easier for the general public to release it all at once, and I am sure that many would download it regardless just for some extra interactions, even if they only ever romance one character.

It can definitely go either way.  Hard to say at this point.  Right now I'm just waiting for confirmation on the next DLC.  Although the Incisor Rifle is coming to Cerberus Network.  I'm personally glad for that.

A legitimate opinion. I, for one, never got that vibe. I always saw her as an equal to Shepard. Especially considering her engineering skills.

I'm pretty patient with DLC, but I am just speaking for myself, and I would hate for fans to start complaining about something that really is not that big of a deal. Honestly, I am just fine if they do not do the romance pack, because that already is asking for a lot.

The problem is, a paragon Shepard might not want her in harm's way.  Guess we'll have to use the neutral option, just like we had to in Mass Effect 2 when she asks if you want to try and pursue the relationship.  (conversation prior to the actual romance scene)
