Exactly - probably with a gore-tex lining or equivalent.

Rubber (or plastic) would be a great deal like the Army's old butyl rubber suits, used for chemical (actually, CBRW) warfare - they held in a lot of heat and also moisture.  The A/C system required would be large and power hungry.

Looks like a composite polymer to me, something like rubber bonded into different layers. Cloth wouldn't be durable enough, and cloth or leather would have too great a risk for contamination due to being porous. It needs to be something thick, but flexible, with little/no ability to "breathe" like cloth or leather would have. I'd imagine it's reinforced as well, maybe with a woven, metallic mesh between layers (that you wouldn't normally see). It'd need capillaries and bladders inside it for temperature regulation as well as waste removal and storage.

In essence, you're saying kevlar.  But notice that kevlar vests need an under-layer to wick away moisture, and they're not whole body.  Our Quarians would quickly succumb to heat exhaustion!

Gore-Tex lets water vapor out, but keeps water out. 

One could have a multi-layer arrangement, with something between two layers...that something would be packed with an antimicrobial substance.

The hex pattern just reminds me of the way they show molecular bonds and I believe carbon bonds like that though college chemistry for me was decades ago, at the dawn of calculators :)

It has to be more than kevlar or ballistic material though because it needs to work in a vacuum and in extreme environments, such as space.

Oh, I thought you were referring to the black, cloth-like area. 

I was leaning towards the hexagonal patterned area as being a type of flexible rubber/leather.

Well, if you take woven cloth and then add layers of carbon reenforcements onto it, the layers of carbon are actually quite thin to remain flexable so the underlying weave might possibly still be visible.
