Looks like a composite polymer to me, something like rubber bonded into different layers. Cloth wouldn't be durable enough, and cloth or leather would have too great a risk for contamination due to being porous. It needs to be something thick, but flexible, with little/no ability to "breathe" like cloth or leather would have. I'd imagine it's reinforced as well, maybe with a woven, metallic mesh between layers (that you wouldn't normally see). It'd need capillaries and bladders inside it for temperature regulation as well as waste removal and storage.

There does appear to be a difference in the base suit material between normal quarians and Tali, though.
Normal quarians seem to use polymer and carbon fiber, Tali seems to have another layer of cloth and leather on top of that.
