Ugh. Tali and Gerrel THOUGHT they were weapons tests. Rael was actually networking them to sapience to perform cybernetic hacking attempts, trying to build a cyberweapon that could turn the geth to their side. Replay the level and watch the audio logs if you dont' believe me.

It doesn't matter if you Rally the Crowd, withold the data, Paragon or Renegade, or even present the data to the admiralty board, she STILL sends you the EXACT same e-mail, telling you she went through Raels Research on the Alerai, and that she's going to use it to re-enslave the geth. Your choices here do not matter in relation to the Geth/Quarian problem. This is just setting it up. What happens in 3, whether you side with Xen then, who will have the weapon no matter what you did in past playthroughs, is what determines if you reclaim the geth for the quarians, make peace, or possibly send them off to full scale war.
