Seriously, I can see why the quarians utterly lost the Morning War. They can't even take back one of their own ships from a very small network of geth. Their ability to not only create a virus capable of reclaiming the geth, but being able to effectively use it, looks very, very slim. Maybe Rael did come up with something workable, but can you seriously see it not utterly backfiring in the most spectacular way possible if they actually tried to use it against the greater geth collective?
It's like painting a bullseye on yourself.

Yes, but they'd need viable geth runtimes to actually test anything on. Where were they getting those? It wouldn't have been from anything Tali sent back, because she would know better than to send anything back that could reactivate itself, which containing working geth runtimes would allow it to do.
