Have you read the Codex? It mentions that the slavers are the only ones that even bother to leave their homeworld. That's why they all seem so racist.

Well, then, i stand corrected.  Just the same, however, they seem to have lost the technological trappings of their religion.  Anyway, the quote you provided tries to have it both ways:  some turned to religion, others to philosophy.

Batarians are too important threat to be left behind.
They almost blew up the citadel, and most of them are enslavers.
Idk what to do with 'em, but they cant be left without a warning.

from a story perspective having a batarian as a squate mate makes sence almost every one of Shepards background stories has somthing to do with them, it would create a lot of tension between Shepard and the batarian team mate.
