Some have argued that it'd be extremely likely that quarians do have hair. Since Rannoch has no insect population, plants would be almost entirely dependant on animals for pollination. And since what little bacteria existed on Rannoch was spread mainly by the vegetation, quarians would likely have evolved hair as a way to pick up pollen, and develop their weak, but existant immune system.
Least that was the theory:?
Their could be other more effective ways.
(I dont really know, but I stick with hair being a human thing)

To be fair, if you looked at the listed traits for all races, without seeing a picture, quarians would probably be the most likely to have hair besides humans. On top of that, there is a good chance that Tali will be made to look attractive to humans (there are no ugly video game characters unless its intentional,) and that means hair. And people in general want Tali to be attractive, and most like hair, and draw her as such. I'm not saying they will have hair, and if you prefer no hair that's fine, but there is plenty of reason for most fanart to have hair.
Quarians having hair could also be a reason that aliens don't find human's hair weird (they never mention it in game at least.) If everyone has gotten to used to quarians having hair, seeing it again with humans wouldn't be anything special.
