I think that's the general consensus here.

Majority opinion, there are still a few who doubt it was Bioware

I've moved on from arguing though, because its to the point where the whole debate hinges on whether the names were taken or not, and that's unprovable. 

I'm thinking that if it wasn't BioWare, then they would of trolled us, instead of the awesome quotes.
