Well, here's how I see it. From the perspective of the characters, at that point in time.
I have an idea what awaits Tali beyond her exile. I know she'll be alive, and probably with me on the Normandy, if she chooses.
With the vents on the other hand, I don't know what waits within those vents, or what will happen. She could very well die in them.
I'm not sure if that makes any sense, but that's just how I see it.
Sergio your failure to notice the commitment Shepard makes with Tali when he chooses her to go in the vents is disconerting. You're treating her like a delicate little flower and fact is she's there for the mission not to be your house wife.
It's a partnership. Sending Tali into as much danger as Shepard and having her trust him forms a more special bond than if you don't trust her.

Sergio, you CAN see what's in there. When you hit the first vent, you can look up and see her standing there. It's like a hallway, and she's standing straight up and then you hit the button and it opens and she keeps on walker. I figured she was in a tight shaft crawling around, but when I looked up, I was pretty surprised at how simple this "infiltration" vent was.

If she were the only person that could handle it, I would send her, because I'd have no choice.
But that doesn't chance the fact that legion is simply the more logical choice. He's a machine, he can handle extreme temperatures better (though that isn't reflected with gameplay mechanics), and his computer brain can hack millions of times faster than any organic operator.
