Factor in a possible solution for Tali's / Quarian Immune system that can be used later in ME3 as well as getting to explore the Migrant fleet more and perhaps saving a few ships (or a faction within the fleet) and I think that there's more then enough to tie us over till ME3 yes? Or till another expansion.
Doesn't that seem a little too story heavy for DLC? Pretty much all DLC is fluff/background story wise. You're cutting a huge percentage of people out of big plot related stuff. I just can't see them doing that. What you list there is more likely to be the extent of Tali's involvement in ME3
That's also a ridiculous amount of content assuming this is a romance pack, for 6 different people, not just Tali. I don't want to have to pay 25 dollars personally.
I still think the best way to implement romance DLC is to have you and you're LI have some dialogue somewhere regarding something like Shep's and their background. Maybe even make it open up after the suicide mission, and you can actually have them discuss their relationship as it grows instead of it ending in an awkward dialogue loop.
Add in some awesome lines by Tali, and an enemy or two. I would buy it.

While a full-fledged "Romance Expansion" is possible, it's unlikely. Crafting a unique storyline for each individual romance option as a full-fledged expansion is impossible. That's six expansions right there, which is not reasonable from a business perspective.
I'd like a few additional options, like get a dinner, dance, maybe two or three missions. But dialogue. Dialogue, dialogue, dialogue.
