There is more evidence for a hair analogue (asari, turians, salarians all have them) than traditional hair (no other species has traditional hair).

If its a hair analogue, it has to be very small to not change the shape of the top of their heads.

Also, other races is no evidence at all from a scientific standpoint.  Quarians evolved in a completely different world.  They are no more likely to have the same features as asari as they are of humans, taking everything else out of the equation.

I'm not saying that there is more scientific evidence for hair, because that's probably nothing concrete for either side.  There is a pretty strong case for hair if you count flimsy circumstantial stuff though.  Stuff like Bioware will make Tali attractive by our standards, and a bald Tali would turn a lot of people off.  Or having more use for hair as they evolved than other species.  The use of a useless headdress that could be a proxy for hair.

I'd put it at 80% hair personally, but all speculation.
