Actually I think it's clear that Quarians are treated worse. If you remember from ME1 Tali was held up in C-Sec because everyone thinks that Quarians are beggers and thieves. Take the credit chit sidemission in Zakera Ward as another example.Azint wrote...

Two ways you can handle being misjudged as vagrants, thieves, w/e, like the quarians. You
can become that monster and distrust everyone around you and isolate yourself, or you can try to find understanding between some of the
aliens, maybe a Human alliance soldier who's looking to do some major
good in the galaxy, she could help Shepard and finish her Pilgrimage as
well.
