And for the Flotilla; I'm not sure if the romance will have any real impact during the geth/quairan conflict. Afterall, there are many who did not romance Tali, it would be unfair for them if those who did had any significant benefits.

Quick side not. If the Quarians generally restrict couples to one child, isn't there population in constant decline? I mean, if 2 parents make 1 kid, that halves the population right there. And I know she also says that in times of falling rates they drop that rule, but wouldn't 2 kids per couple make more sense in keeping a stable population?
I think they meant one at a time. Once the one is considered an 'adult' I think they can have another child.
So where is Tali's sister.

Right now the population is overcrowded. So there is your reason for having only one child, if I interpreting you correct.

Depends what the expected lifespan of a quarian is. The birthrate need only match the deathrate annually to ensure a stable population. I mean, yes, in the long-term, you'd want to have two children for every two parents, but if you just had that as a flat rule it would be possible to still initiate a population explosion if the elderly didn't die off fast enough. Plus, there's always the fact that population rules are always damn difficult to enforce. Most people will obey them out of convenience but if push comes to shove, it's going to be difficult to force people not to have that second or third child, so keeping the official birthrate low limits the negative impact of breaking the rule.
They're playing it cautiously, in other words. I'm sure they track fleet demographics very carefully.

Maybe it's a 'get over your fears' kind of thing.
I'm not a psychiatrist, either, but I've taken a hell of a lot of Anthopology classes (which is like psychology in easy to swallow form) and I think that, by facing something he finds this horrible (and for good reason!) the forces it to lose it's power over him.
It's like. . .how I used to be afraid of heights until I forced myself out of it by going on a ton of rollorcoasters.
