Each time energy gets transferred, only like 1/10 makes it through. The rest is lost to entropy. So yeah, livestock would be a big waste. For every 1 quarian that could be sustained via meat, 10 could've been sustained via vegetation.

The Chinese tried to do that, and they have over 1.5 billion people now.
What's worse is that 80% of them are male.
That's for a number of reasons.
First, population growth is dependent on the ratio of birthrate vs. deathrate rather than simply birthrate. The Chinese population has continued to grow because people are living longer. Eventually, they'll die off, but if the deathrate shrinks as fast or faster than the birthrate, it won't stop growth, even if the birthrate is dropping.
Secondly, population laws are incredibely difficult to enforce and, in China's case, often cross into human rights violations.
Thirdly, the male thing is more about sex relations in China and selective infanticide by sex than anything else. True, it would have been much less prevalent without the one child rule, but that's just a contributing factor, not the sole cause.
Lastly, China's population would have been a lot larger today if they hadn't implemented the policy. Population growth has fallen since 1960 by more than five factors (it peaked around 3% and is now at 0.5% roughly). India, which doesn't have such a policy, is growing much, much faster and will likely surpass India in the forseeable future.
Ultimately, population laws are a nightmare for any government that are only about as effective as your control over civilian life. In the US, they'd be completely effective. In China they are semi-effective. In the quarian fleet, I'd imagine results would be similar (if less sexist) as in China, given the amount of control the Admiralty and Conclave are implied to have over daily life. There'd probably be some exceptions, but I imagine second or third children would be looked down upon as an uneccessary burden on the fleet.
