She left the Neema, not the Rayya, largely because of Shepard. She trusts him completely. Add in that she can be in a relationship with him, and possibly exiled from the flotilla. There's no way she leaves the Normandy.
You have more than enough squad mates in ME3. Just removing the content of dead characters is easy enough.
Your underrating the fan response as well. ME3 needs to bring back all of the characters as squad mates again, otherwise ME3 will lack the same amount of character development. It will wreck any chance that ME3 has of surpassing 2.
wrex's role is way cheaper then talis role in ME2!!
in ME2.. she left her ship to go be with shepard, showing... that there may be a bond with the ship name .. but its not going to stop her from going some where else... like back to the flottila!!
what does she bring to the table... tech skills... got legion.. got kasumi.... and for the most part, tech was not really needed in ME2
people are expecting ME3 to be in a sense two games in one... not going to happen .. bioware will take short cuts and hand out NPC roles to characters
if it was not for the fanbase she would have most likely been a NPC in ME2
Is Wrex's role really cheaper when you factor in making an entire new krogan team mate, and then still have to work on Reave's character on top of that? It would have been cheaper to just have Wrex in Grunt's place, Reave in Wrex's, and a dead/alive flag on Wrex.
Character practicality means nothing for who's coming back. We wouldn't have 20 squad members if that was the case. Everyone is superfluous because 3 people can do every job. Tali is no different.
The shortcut will be that the characters themselves don't affect the plot. You don't need Tali to reclaim the homeworld, or Grunt to unite the krogan, but they'll still be on your team.
How do you explain her going back to the flotilla in a file where she was exiled and romanced by Shepard? It would be a worse disaster than Liara's character assassination.
And I know we like to feel important as a fan base, but we didn't have anything to do with her being in ME2. Bioware had her character arc planned out before hand, and probably still does.
