She likes you either way.
If you're a hero, she admires how you saved all the colonists on Feros, remarking on how only you could have saved them.
If you're a renegade, she remarks on how you tore into the thorian like a force of nature, not letting anything stand in your way.
Either way, she finds something to like about Shepard.

I dont know if it possible to hit 60 in ME1 tbh, I only ever got like 2 of the dlc's though which may be it, but I would go to every single planet and do every single miniquest in all the games getting like 40-50 hours of play in each game and never got above lvl 49.
Not in a single playthrough, you have to do a newGame+.
