Similarly, it seems to me that Tali and Garrus, having shared a history with Shepard (and being recruited around the same time in ME1) would also be on pretty good terms, overall. The three form a power trio of sorts, with Shepard at the center. Not that the other team members aren't important, but the fact is that the shared history between the three, I think, makes them all the more close - even if your Shepard romances neither.
