He had less than a year, its only been a few months. He still has some time left. Bioware can always wave their magic wand and buy him an extra year through some technological advancement.

But more seriously, there are current characters that can leave and wont effect the game. I feel ME3 will be empire building. Small missions to gain a races support. Tali may end up being an Admiral (hinted at in game) and help you work a peace for their home world but I hope she stays on board the Normandy.
I agree with empire building, but that also means that we're not going to waste half the game recruiting a team. Luckily, we already have a team ready to go. Getting rid of the old crew makes no sense, and I also don't see them getting rid of only one or two. I can see Zaeed/Kasumi leaving because they're DLC, but even people like Samara and Thane will probably have some opportunity to stick around. Regardless of how they explain it in game.
The problem with Tali being an admiral, first of all, what if she's exiled? Bioware won't have different ME3s based on ME2 actions, and thats a major change. Also, why would Tali accept that? She's not Liara, she isn't going to be stupid and ignore the obvious threat to play her own game. She can help the quarians more by defeating the reapers than being an admiral.
I was saying yesterday, I can't think of one possible way to explain how a Tali that was exiled, and romanced by Shepard leaves the Normandy. Its impossible to write. She's staying
