I think it's more of an artistic choice. They realized that Tali had become their best developed, most appealing character and lovable character. Thus, they try and get her some extra exposure

The game takes place over 3 months. Do you want a real time version of Mass Effect? The Normandy is like 25 people living on a space ship. I'm sure there are constant conversations throughout the game. Its impossible to see them all.
