I don't think they do very often, but I think it's not that uncommon. The Volus are a council race, and in Ascension it's mentioned that the Migrant Fleet was passing through a Volus system. Most of the time, they're bribed away.Calinstel wrote...

The Council represents multiple races, they can't simply do this and that, they need to do what's best for everyone.. as well as listen to what people want. And atm people are very upset with the Quarians, it would do more harm than good in the bigger picture to help them, when the people you represent could care less, or even demand you do not.

The flotilla was exiled from council space (At least I think it was:?) Isn't that enough? Who cares if a few people can travel in council space if the majority of their race and their means of living can't.
I didn't think they were, the still use the relays and visit various planets individually on their pilgrimages...
Quarians can but the flotilla cannot. Alot of the relays are in the terminus systems so the flotilla can go there without trouble.

Well that's a different issue altogether. I don't think its fair to blame the council for not sacrificing their own people's lives to clean up someone elses mistake personally. It may not have been the smart decision, since now the geth are a lot stronger, but you can't really blame the people who didn't save the people who messed up.
The Alliance sacrificed a lot when they saved the Destiny Ascension (At least that's how it went for me). They could've just watch as Sovereign teared the Citadel fleet a new one. But they didn't.

Sacrifice for the greater good? I saw saving the council as risking the life of every person in the galaxy to increase your political strength at a later date. That's another topic again though. The Destiny Ascension doesn't matter. If the people on there get killed and Sovereign is destroyed, boo hoo, we all live to fight the reapers another day. You're facing an unknown enemy (Sovereign,) and if he succeeds in his goal, billions of lives are lost. How can you justify not sending everything you have after Sovereign?
Well, aside from metagaming that you know that you can't lose no matter what.
As for why the council wouldn't declare war on the geth. It would be an incredibly unpopular decision. "I know everyone hates them, and they just broke our AI rules and unleashed an AI army on the galaxy, but were going to help the quarians, sacrificing thousands of our lives in the process." That isn't going over well. Its a lot easier politically to leave the geth out in the veil and not worry about them.

This is why I expect to fight the council in ME3. There are no reapers in their point of view. What possible explanation could Shepard have for gathering that army aside from planning a coup?
