Well, that's a big part of her romance. Her attraction and feelings towards Shepard in particular.
Also, most people tend to associate Shepard with themselves a little bit in their mind; as if he were an analog of themselves. So, it's only natural most people here want Tali + Shepard.

The problem there is that there is absolutely no evidence of romantic feelings on either side. It could develop eventually sure, but for now, their relationship is completely on the proffessional level.
And sure you could romance someone else, but the Talimance is just too perfect to most of us. Good friends who's been with you all along. She Trusts you completely, enough to follow you into hell despite you being with Cerberus. You're her first love, and she doesn't want anyone else. And this is without getting into the fact that she has a wonderful personality, and is physically attractive (what we can see,) on top of that.

A bond about friendship, trust, love... Things that today are very very rare, that part of the game itself made my game experience so much richer, the people behind the Tali/Shepard relatioship and her mission did an outstanding job...
