Tali will be joining the refugees. So, do you allow Tali to bring down her people, saving them for the time being and possibly giving yourself a chance to woo and romance Tali? Or do you apologize, but decline, preventing the deaths of a great many humans and quarians in the long-term? Keep in mind, these are your only options, there is no middle road or third path.

Negotiate to include space technology. Colonize other worlds, helps get rid of strain.
Allow Tali to evacuate quarians. (By the way, only 17 million without quarter dead. Wrong DNA structure. Bad question)

In my opinion, Liara is the only romance option with enough legitimacy to challenge Tali. Considering the fact that she is basically in love with Shepard regardless of player choice, her's seems the next strongest. But, I don't want to cast the first stone.

Makes sense, we have been attacked by Liara fans before, the Miranda fans don't care about us and the Jack fans can't challenge us

Tali and the quarians need my help...and with their tech, we would be able to spread out and colonize other planets.
Of course I would help.  And being the first human contact...I'd set myself up as ambassador and work my charm on Tali.

We would have 200 years to figure something out, right? Collaborate our technology and find a way out of the solar system.

If not, we can all die in 200 years. In 50 years when we find out we're going to fail, they can leave Earth and take me with them and Earth may be spared of the resource depletion.
