If anyone could examine my idea for as to why quarian's eyes glow, that would be awesome. I am unaware of any holes in my hypothesis, but a second opinion only helps.

Quarian eyes have been discussed quite a bit, and it's actually something that particularly interests me (I even asked Tali when she showed up!)
The most popular theories are:
- Quarians have tapetum lucidum. This is a layer of tissue behind the ritna--it's the reason cat/dog eyes reflect light back. I personally believe this is one of the more likely cases.
- Bioluminescence. Quarian eyes glow from bioluminescence. I don't think this is likely, because it doesn't make a lot of sense for eyes to be like that. If anything, it's counter intuitive to what eyes do.
- Cybenetic implants. This is self explanatory. I also don't really believe this is likely, because it doesn't really make sense that every single quarian would get synthetic eyes. Why would they need that? Could the Flotilla even spare such resources? And forget about potential infections from surgery.
- The mask emulates glowing eyes so that people talking to a quarian can look at their eyes. This doesn't really make a lot of sense, since you can clearly see the glow behind the mask, but it's not impossible I guess.
