Play Shep romancing Tali. She's her own character.

Well so is Joker, but you got to control his actions for a limited time. It made for interesting gameplay and a chance to experience the ME universe , not as a super bad ass, but as someone else.

Alliance.  The council has been openly and purposely screwing the quarians for 300 years. 

Although loyalty to neither is probably preferable.  Shepard doesn't need to be loyalty to any organization.  He's above them all

Well, I wanted to attach an identity to all 3 of my playthroughs in preping for ME 3 since I have this impression you're going to have to choose.

Alliance, Council, or Cerberus.

My renegade character is already set with being allied to Cerberus, Ash as a LI, with colonist upbringing and ruthless backround. It jives pretty well with the xenophobia the character suffers from due to the mistreatment from those "gad-dam terrarist" Batarians.

I did something pretty similar in Bethesda's RPGs. In Morrowind, I had two characters go through the main quest. The first was committed to integrating with the locals with an overall "going native / dances with wolves" character transformation while the other was more like "screw these locals and their superstitions! FOR THE EMPIRE!").

In this case, the "going native" or Spectre character would be someone jaded with what the Alliance military has done for them (maybe fed up with Akuze) and finds what the Council stands for to be best for all sapient races. He/She would be a character that becomes more and more renegade, maybe eventually becoming a human Saren (without the rogueness), the very thing he/she sought to bring to justice. I'm thinking earthborn & sole survivor. renegon (mostly renegade); either adept, sentinel or vanguard

The other would be Alliance through and through, making the Virmire Survivor's accusations of disloyalty especially hurtful. He/She would save the Council even though their relationship would become colder as they ignore Shepards fears about the reapers. He would eventually go ballistic in ME 2 when they STILL don't believe in the Reapers, firmly rejecting their offer of reinstating his Spectre status. Spacer background with War Hero psych profile: oh yes. paragade (mostly paragon); soldier class?

One would be a male with Tali LI while the other is a female with either Kaiden or Liara (dont know which I should pick) in ME 1 who then cheats with Garrus in ME 2.

Playing Tali might be interesting, but I would want her to have her own dialogue. Her character needs to stay defined, not mutable by the player's actions.

That would be becaues it is the Tali thread and she is the only one that is interesting... Threads relate proportionately to the characters interest.
