If you didn't pursue either by the time you're near the end of ME 3.

concidering that Garrus is only interested in Turians (or femshep), and Reegar see's it as a completely professional relationship, I don't see that happening.

But even my ashmancing jerk shep doesnt want to see her alone.

I'd have made his neck smaller, but HM3 has its limits, mainly related to proportions.
