From what It seemed, a lot of Geth Heretics were on the planet as well as the originals. It would be possible they try to destroy the planet in order to make it so the "Old Machines" would accept them for their help by helping take out a races primary planet.

I heard elsewhere (maybe here?) that Haestrom was a colony, and was very utilitarian. Just look at Horizon or Freedom's Progress. Would you consider the utilitarian prefabs a good example of Human architectural design?

I think that time frame was just a speculation. Tali can't know what the geth have done to Rannoch in the meantime.

I think its more that Tali has no advanced knowledge of genetics or science in general. She had a military upbringing. She likely only has a high school level knowledge of science. The situation in general is a mystery to quarians as well. They have no idea how their immune systems will respond to this as its happening.

dont think so, Legions says that heretics parted when they chose to follow nazara, if they still shared same planets and space probably he will be no so upset to see Geth data in the heretics database as such data will be easilly available
generally it also seem that heretics had various base outside the veil of perseus as the one you destroy in me2 or virmire base.... my guess is that after me2 there are no more heretics or veeeeery few in numbers
