Miranda: with her Sister or meeting with TIM depending on ME2 ending.

Samara/Morinth: doing her Justicar stuff/back on the run.

That leaves Jack and Garrus (DLC does not count for this discussion). Of all of the crew, they really have no where else to go. It would also give you a starting party of 1 tech and 1 biotic. As well as having a LI from M/F Shep on board.
This would be ideal, and would allow for recruitment of old members/introducing new members (depending on if someone died). And would not start with you being supremely overpowered.

What if you got her exiled? Also, she left the Flotilla to go qith you, I doubt she would leave again especially after the trial even if she wasnt exiled.

If someone is stupid enough not to play any of the other games, it's their problem if they're confused about all the characters. We shouldn't have to suffer for that.

Yeah, I've said before, there is no possible universal explanation for Tali leaving the Normandy
And the other problem with that, now we have to spend half the game recruiting again. We have to go around recruiting the krogan and the geth. Who cares if our team starts out at full power. We still can't take more than 3 of them, and they're all the same strength anyway.
