I remember you said you had a CPU from like 2005. That's why.

Fallout 3 is more CPU demanding than Crysis is, thus it bottlenecks you 'sooner' 

Also, if your machine is from that year, it's probably using older DDR1 memory, which is of course slower than more modern DDR2 or DDR3. It isn't just about how much RAM you have.

My ram is only about 2 years old, DDR2.

Still, the CPU is a bottleneck.

Back in late 2008 I built a new computer. I kept my video card though (an 8800 GTS). So basically, all I upgraded was my CPU, motherboard, and RAM. My performance in Fallout 3 skyrocketted, despite using the same video card; I could basically run it maxed out at a great framerate. 

My video card wasn't the weak link, it was the rest of the system.

Crysis performance increased a lot too. However a few months ago I bought a new video card, and its performance doubled. Whereas Fallout 3 will have stayed the same (since GPU power was never an issue with it).

So last night we decided that those "lines" on her mask are actually scanlines, and her mask is actually a transparent video device.

Which led to us concluding that her eyes glow because they're reflecting back subtle light from the mask's video display. 

It's basically a fact*
