I still think Tali was always coming back, and the flotilla was the most logical destination for furthering her story. Fan service doesn't seem like part of it to me. Its just the most convincing and gripping story they could come up with.
So the only fanservice was the inclusion of romance for Tali and Garrus? Still doesn't make sense because Tali as a nonromanceable in ME2 would be WEIRD, I mean why is she always with you?

Well, they're trying to sell games and their vision of the game is probably malleable to a certain extent based on that. If something isn't working, they'd have to fix it. It turned out to work better than they thought, it what I'm saying. I'd also like to note that you don't even have to recruit the only turian squaddie in ME1, I think.
I doubt the Flotilla trip was created solely for fanservice. It seems clear that the quarian/geth thing is one of ME's big subplots. I think they had an outline of the idea, but it grew into what we see now based on the response to the character.
I mean the Flotilla trip was probably planned, but centered around Tali? The more we talk about this the more brilliant Bioware looks.
I'm just confused on "to what extent they gave in to fanservice", cuz people saying Tali wouldn't even be here if we weren't harping on Bioware about it kinda urks me.
