Shepard comes in second because he's Shepard. I can see Tali maybe being ahead of him for a bit thanks to dem legs, but Shepard will have superior endurance (partly thanks to his much greater lung capacity, tali's torso is tiny!)
I'm not convinced about the lung capacity factor. Scientifically speaking we don't know how efficient (or not) the Quarian lung system is, nor the exact proportions of their lungs vs. their body size nor how effective their muscle structure is, etc. Comparing Tali's presumed lung capacity based on the size of her torso to that of Shepard is akin to stating that human females are likely to be less intelligent than human males because human males tend to have larger brains due to being larger in size. However, as reality can attest to, there are women that are very intelligent and in a good number of cases at least as intelligent, if not more so, than a number of their male counterparts. And that's comparing between members of the same species, nevermind comparing it to an alien species. Just saying.

I know it's popular to imagine machines as being superior to organics with things like that, but I don't expect Legion to achieve a very high speed of running.
He's not like a car with spinning wheels--the most efficient form of locomotion (that has friction as a factor anyway). His legs operate like the legs of an organic, which is a relatively "inefficient" way of moving, at least compared to something like a wheel.
Also predators are evolved (on Earth, anyways) for sprinting, not long distance. So I don't think Garrus has the advantage here.

Yeah, it's true that there's a lot of factors that could be an issue because she's an alien.
But I do think it's reasonably safe to assume that Shepard would have greater lung capacity, and that it would give him an edge.
