I actually am starting to think that as well.  I don't care if it's a ploy to get more sales from Talimancers, it's AWESOME.

 I've suspected that Bioware internally likes Tali a lot. Almost seems like they encourage romance with her.

• Tali's the first old crew member you run into.
• Audio logs on Haestrom
• Kelly talks about Tali being interested
• Paragon hug
• "I got better Shepard. I got you"
• More dialog than any other squad member in the game.

List goes on.
