I think you should be able to do it either way, but if you want to get the full emotional impact, Tali would have to be there. If she's alive, she can express her gratitude for you helping get her world back, if you're in a relationship with her, maybe you can offer to build a house on her homeworld for both of you. If she's dead, you miss out on all of that. Similar to how you miss out on certain things by never activating Legion, you never discover why he has your armor, you never see him fight with Tali, and you can't take him to the Flotilla. Missed Emotional impact.
Agreed. If ME2 made one thing clear, it was that major character decisions change the emotional impact and general awesomeness of the game. Not the actual plot line itself. Reclaiming the homeworld without Tali is an emotionless errand. With her, its

You don't need Legion to recruit Tali, but it changes things if you bring him. Going with that, Bioware has set them selves up well for the next game.
Sooo...all our favorite characters will be there, no doubt. Those who don't will have...well, you have to have at least 2 squaddies alive at the end of ME2, right? Add Ashleykaiden and Liara. That's it? 4 people? I could do that

I can completely see them, in terms of story, maybe not metagame, rejecting Shepard saying that he helped Legion defeat the heretic geth. That is just simply something hard to swallow for a race who has only known Geth aggression. Not to mention they will suspect that Legion is lying. But if Tali, a quarian and somewhat of a heroine, were to vouch for Shepard, some of the Admirals may come to consider Shepard's words more.
I guess thats possible as well. We really don't know how open minded the admirals are. While I think its likely that they would be inclined to dismiss Legion at first, its their homeworld at stake. I would think they could at least look into it a little.
They've never really opened diplomatic talks with the geth I believe. If Shep/Legion could make a convincing enough case, I could see them believing them. The important thing is that the admirals really want Shep to be right in this situation. It isn't like he's trying to convince them to give up the fight and colonize somewhere else. He has a way back to their homeworld.
Getting back to Tali's involvement though, if they are close enough to believing it that her word puts them over the top, doesn't that mean that they were pretty close to believing them in the first place? Tali's word is nice, but its hardly a be all, end all endorsement. Without Tali, maybe you just need to prove your loyalty a little more.

Anyone else notice that while Tali doesn't mind if you tell Han'Gerrel about her father's work (paragon option), she chooses NOT to tell him if you take the neutral option. And he's from her (former) ship.
No secrets between shipmates, huh?

You also need to take into consideration that she may be nominated for a role in the Admiralty Board. If she is elected, Shepard would have a direct contact with the Migrant Fleet, is a similar vein to how Wrex is the Overlord of Tuchanka.Phil725 wrote...

Wrex may come back as well. He seems pretty entrenchenched in Urdnot, but if he gets betrayed, he could come back to you. 5 squadmates isn't much, but its enough to play a nice dry, boring game.
But I definitely agree that the ME2 team will be back. 97% sure is my current estimate
