Basically, the idea is that Tali's helmet could be "muted" (so that her voice isn't heard outside), and something that may happen if she wasn't aware that it was currently "muted".

Or fork over 150 bucks and get yourself a GTS 250 (which is really just a rebranded 9800 GTX+).  Replace the video card which is mindbogglingly easy, and now you have what you need to run the software.

It should be said that that video card was that price last year around christmas, it has probably gotten cheaper.
