Yeah, the best thing would be someone in a costume as Tali (Or maybe just CGI), with Ms. Sroka doing the voice work.

This seems to be the most likely solution. Abe from Hellboy was done in a similar way.

Tali was my favorite character in ME1 and even more so in ME2. Kasumi is pretty cool--but she's not Tali. I find it interesting that so many are jumping ship for this new character... give it time and people will cease this odd frenzy and come back...

Problem with a ME movie is that you can't cover all the choices
Some stuff is going to have to get cut

Most likely we would see a paragon soldier shepard, which I'm fine with but many aren't
