I think it was mostly Qwib Qwib's idea. In any case, Shala didn't have any part in the trial so you can't blame her.

Raan was presiding. She didn't have a say. Han was on her side but was dumb enough to think the quarians can take on the geth. Korris is smart about the geth, but dumb enough to sacrifice Tali for it (and getting her named vas Normandy so Shep could lay down the courtroom smack was extra dumb). And Xen is insane, and also willing to sacrifice Tali for her own loony plans.Savakka1 wrote...

The missing admiral is Rael, who is basically the quarian version of Cerberus. I mean, thanks for fathering Tali and all, but... wow.
Edit: Also, no matter how nice Han was, he was willing to participate in the trial to settle a political dispute unrelated to Tali. He even admits he wasn't doing right by her if you talk to him after the trial.
