Maybe it was just a crush at first, but she spent several months with him on the Normandy. Then in the years that followed, she was able to put things into perspective and figure out what her feelings really were.
As soon as you meet her, despite the suddenness of everything, she's all "I want to but I can't!" in regards to joining Shep (You can really hear it in her voice).
I like to imagine (and I even wrote this in my fanfic!) that her feelings were locked away--presumebly forever--when she thought he died. Then they just surfaced again when she saw him.

Absolutely. There is no doubting that Tali loved and still loves him. What I would like to see is a fleshing out of Shepard's feelings for Tali.

Well, she wasn't sure how she got here or who I was, but I was able to figure two things out. First, that Shepard had successfully defended her at her trial and second, that she hadn't yet told him how she felt.
So, I did the only thing that made sense. I told her to go back to her home and tell Shepard everything. She really has loved him from the beginning and I think she just needed that little extra bit of courage to tell him. Walking back, I'm feeling pretty good about it.

Shep better be able to get all mushy and romantic with Tali in ME3. That's kind of my only complaint with the ME2 romance, Shep could be a little more romantic. There were some nice lines ("I don't want anyone else, I want you,") but game limitation or not, you still leave her doubting the relationship until the suicide mission, and there is always room for more D'awwwwwwww lines:innocent:
