On another note, some of those Reapers look very different than others. Not all are created equal.
It's definitely important that they're all different. Even Harbinger looks somewhat different from Sovereign. Maybe each one is made from another species completely. If the unfinished human Reaper was made of hundreds of thousands of humans, odds are once it was finished there wouldn't be enough humans left to make a second. It was probably the same with the other species.
