No. She was going to be originally, but Bioware didn't think people would like her legs. Shows what they know...

Jerk move, yes, massive inconsistency in role playing aspect of the game, yes. 

There is a silver lining though.  That reassured what the romance was about, two people coming together because of trust and strong feelings for each other, despite not even being able to see what she looks like.  We're left to analyze Tali's feelings and subtle actions instead of comparing her face to Jack's and Miranda's.  It makes the romance stronger as a whole, and I think it will only help for when they reveal her in ME3

You know what's odd?  Her texture doesn't actually have any eyebrows.  I know it's placeholder but her skin is perfectly flat and nondescript, no hair to be found.

Not realy, they made the Talimance possible, so no they arent, its their character they can do what they want, they could have just had her in ME2, the love scene would result in her death. But they didnt so yeah be grateful.
