In their current state, they are split on whether or not to go to war, this is good news. That will buy time to convince them not to war with the Geth. I think the fact that Tali says she does not want to be an admiral is enough justification not to make her one.

She says she doesn't want to serve? I only remember her saying how the nomination could delay for a long time and yada yada.

Interesting.  Kinda makes me wonder which scenario is lonelier: Having a loving family and losing them or having never had anyone at all.  I'd make a comparison to Naruto and Sasuke, but I'm not sure if I'm allowed to do that here.

She says that in ME1. People considered her to take over her father's place when he passes but only because she's his daughter. She said she didn't want it.

She was nominated nonetheless. And considering the questionable Admirals currently serving, she is probably a better choice. The flotilla is her only home, and Quarians have a "life for the fleet" attitude it seems, yet she would ditch everything and run away with Shepard?

They can be talked to as you see by legion and ive yet to do the help legion mission with tali, which I need to do, and do it before help tali mission to see if it changes anything I can say to Qwib Qwib...

Only thing I've had relating to Mass Effect at all on my GT, was that my motto was "Big, stupid Jellyfish" for a while.

He's a douche yea, but he does have the right idea, indeed. This is what I mean when I say Tali is not the better choice, because they have more experience.
