Wouldn't you like to see that? Anderson and Velarn taking a stroll with Udina on a leash. They go into a restaurant to eat, and they tie Udina outside, so they can discuss politics in peace.

I don't know.  It's been a while.  But how could that possibly work?  The Council could just pick any random retard.  It's got to be the member race who puts forward the candidate for acceptance.
