Well, Legion is voiced by a guy, and we let EDI get away with "she", so why can't Legion be called "he"?

Except nobody actually refers to Legion as "he". Joker calls EDI "she" and there's a big conversation about it.

Quarian males have only two toes, so I presume this was added to define them as a third gender, and to make it so they're not too similair to their creators.
